That's a pretty usual law in europe, altough not usually expressed this specifically (he may have paraphrased this one too). Washing a car often rinses of the usual car related pollutants like oil and petrol remnants soot and abrasion, which are illegal to dispose normally.
Workshops and Gas Stations etc. have a filtering system so that doesn't get into the sewers.
