You have a legit business and food handling license, the city can't choose what you charge for the food

As a BYU student who sometimes goes days without a substantial meal you are actually a blessing and none of us will complain.

Curious, have you never heard of a soft open? It's pretty standard practice in the restaurant business. Essentially it's just friends and family of all your new employees getting to come in and eat for free. Solves. Your problem, keeps costs low, and boosts employee morale.

If anyone gives you a hard time for it just reach out to the local LDS Church and tell them you wanna work with them to give out food to the needy and they'll make it work out.

Handing out fresh free food from a reputable business should never be illegal.
Our corporate overlords may disagree, but that just shows why we need a serious reform of capitalism.

If students are walking by this is a big opportunity, make snack boxes which are cheaper, incl max and cheese or a smaller version of your sandwich so then it’s more affordable for this demographic, it can also serve as a taster for new customers (if you incl like some of the toppings separately so they can build their own) which will then show them the product without having to buy a whole one, making a better relationship with the customer making them want to come back

If it's illegal you need to replace local officials that passed that law

Dude, the way you train them is when a customer orders. You walked in through the process of fixing that customer's food. It's not that complicated

I've worked for public health previously- As long as your restaurant has all the food handler licenses and such, adheres to food protections laws, and you pass inspections, it isn't illegal to hand out samples of product or free food, however be aware that you aren't protected under Good Samaritan laws if you hand it out yourself [meaning you can be sued by someone who gets sick just like you could with a paying customer.]

Some states have laws against giving free food away, outside your store.

As long as you already have been certified by the Health Dept. You should be good, especially since you are just handing it out for free. A business near me did it when they opened. The place i worked was 2 door down and they just brought in like 10 to-go boxes
