Hungary's needy given money to burn

Hungary's central bank, currently at the centre of a dispute between the country's government and the EU, has launched an unusual social programme to counter the effects of the current cold snap. That is all nice and good. But I think is unnecessary to destroy that much money every year... there are some other clever thieves behind this...I feel sorry for my country :(
