The two don you attach to leader boost his attack. Sure you can't use it for anything else, but it is not being wasted. So I consider the ability playing a 4 cost character for 1 don.

Also, mono blue has been power crept too hard in op06. Doffy has to wait for 07 for more playable cards.

i use him a lot, he can do a lot but the meta hits him too much, 4c is too easy to remove BUT the generic effect have potential and Bandai seems to care with support every set or a least often times
