Zeus was an asshole and didn't deserve Hera. Hera didn't even want to marry him. Zeus tricked her into it. That right there is why Hera punishes the women who sleep with him and not Zeus.

Hera should have made a royal proclamation across the world and known to all mortals that if any woman dare sleep with Zeus Hera will smite them with her wrath cause she can't retaliate against her husband.
This would have scared any woman away from Zeus as they would fear the retaliation of Hera.
