That one dude in Antartica is actually on the McMurdo Station. It's the largest settlement in Antartica with a peak of up to 1500 people in the summer. Out of 1500 it's definitely not impossible to find someone with a Steam account. I'm more surprised that someone's online on Steam from the dead center of the Sahara.
