On second thoughts, I think Hailey might be the only one who can fairly evaluate Rojas.

- Kevin already knows Vanessa, he might be soft on her.
- Kim will approve her right away for being a female.
- Adam's evaluation will be mostly based on her so called "loyalty" (crime-covering skills).
- And Jay standards are just too high for anyone in *this* Chicago

Well that's why Upton and Jay are the best cops in that unit then, Atwater and Burgess are ok too. But let's face it Voight is a terrible cop 😂, sure he gets the bad guy but in reality almost all his arrests would end up in miss trials, a press nightmare or a lawsuit. Sorry but he'll always be the corrupt cop from season 1 of fire to me.

I like voight! He is what he is. Despite of his tough type image he is a true and good cop. But i can't say about Upton and Jay who has history of clouded judgement to solve the case.
