D. Public Hearing and Recommended Adoption of the SKATS 2023 – 2050 Metropolitan Transportation Plan (MTP) and Associated Air Quality Conformity Determination (AQCD) Ray Jackson

Background: Federal rules (Fixing America’s Surface Transportation [FAST] Act) require that SKATS prepare and adopt an updated MTP and AQCD every four years. Federally funded transportation projects must be consistent with these documents. The Policy Committee directed staff to release the 2023-2050 MTP and AQCD for public review and comment on March 28, 2023. This comment period concluded on May 15, 2023. Attached for the Policy Committee’s review and consideration are:

a. Resolution 23-13 adopting the AQCD for the SKATS 2023-2050 MTP.
b. Resolution 23-14 adopting the SKATS 2023-2050 MTP.
c. A summary of the public participation activities conducted by SKATS for the SKATS 2023-2050 MTP and AQCD.
d. Public comments on the SKATS 2023-2050 MTP and AQCD (through May 15, 2023).
e. Staff recommended changes to the draft SKATS 2023-2050 MTP based on public and agency comments and other staff edits.

E. Public Hearing and Recommended Adoption of the SKATS FY 2024-2029 Transportation Improvement Program (TIP) and Associated Air Quality Conformity Determination (AQCD) Karen Odenthal

Background: At the March 28, 2023, meeting, the Policy Committee directed staff to release the draft SKATS FY 2024-2029 TIP and associated AQCD for public review and comment. The public review and comment period was completed on May 15, 2023, for the AQCD and TIP. The attached memorandum includes: a summary of public outreach activities conducted by SKATS for the update to the SKATS FY 2024-2029 TIP and associated AQCD, public comments received, and changes to the draft TIP since the public release.

F. Adoption of the SKATS FY 2023-2024 UPWP Mike Jaffe

Background: The federally funded regional planning work scheduled to be conducted within the MPO region by SKATS, ODOT, the Salem Area Mass Transit District, and the local jurisdictions over the next state fiscal year (July 1, 2023 to June 30, 2024) is described in the attached FY 2023-2024 Unified Planning Work Program (UPWP). Earlier drafts of the document were reviewed by the SKATS Technical Advisory Committee and the Policy Committee at their January meetings.
