You mean the city decided to declare black teens, who happen to be the city's residents, a threat to the safety of downtown Detroit. They will only be going after our the black children. The Tigers kidz who want to hang around from the burbs won't even be approached. Unless ofcourse they're blacks. These two remind me of the black free man in the Harriet Tubman movie. The ones who kicked the free black woman to death for helping another human being who happened to be a white man's property.
