Remove healthcare restrictions. Allow individuals to get more customized plans. Make it a requirement for private healthcare to do the same. Allow people to change plans to match their changing life styles. Or turn all of healthcare into a life insurance policy. Where what you don't use over time is returned to you. Insurance is essentially gambling against your health.
