There is not only one logic error, there is another which you didn't realize.
In Line 13. It should be *int(h)>=12* and int(m)>0:

Because AM to PM or PM to AM changes just after becoming 12 O' clock.

Instead of using this hard code for AM pr PM we can use the method from the time as
time.strftime('%p')
and then we can config this one..

to get time code if condition should be like" h=str(int(int(h)-12))"
