shouldn't you take into account for rotational kinetic energy?

1) "The ball then rolls (without friction)..." Without friction, rolling is impossible.
2) No account is taken of the rotational energy of the ball.
The problem would be better posed in terms of a particle frictionlessly sliding, rather a ball rolling.

so are you saying that as long as the ball is not at the zero point, when in the loop, then there will be some final potential energy?

Should the Energy at the top of the loop be PE + KE and not PE - KE
