There was an explosion at the Hoover Dam Tuesday after a transformer caught fire.

One the just so happened camera catches smoke rising that looks CGI but no explosion, two what's with all the paper laying around was it there to cause more smoke and three I understand simple science but are they putting out a "electrical fire" with water?
