There's a time limit on those stairs because that area is used for photography. The time limit varies according to how big the star is and they're told how long they have. She remained on the stairs beyond her allotted time, causing a delay for those to come. She wasn't being removed or forced into the event, she was being removed from that spot.

Cannes festival in France.
due to abuses the previous years, all attendees got the memo that they had a certain amount of time to climb the stairs and do their "show".
She obviously wanted more time to show herself for the photographs with a her cumbersome dress "in the right place".
she's probably not getting an invitation for next year
(and btw, no way she would have enter the actual theater auditorium with her cape... it was to be dropped as soon she was past the stairs and out of view of photographs/public)
same thing happened the previous day with Kelly Rowland who also was seemingly taking her time for a 30 seconds of fame of the red carpet
and yes, same security guard, hushing women attendees, but the common denominator is the excessive delay those attendees want, not their "exotic ethnicity"
they both may not get an invitation next year if they can't comply to a simple rule

She was trying to show off the Jesus design on her dress. If she wears that long thing, the least you can do is let her show it off. That "guard" was way too hands-on, and it's one of the last things guards are trained to do if one or someone else's life is in danger.
