The full phrase of Putin sounded like this: "Leo Tolstoy once said: "There is no happiness in life, there are only its heat lightnings. We should cherish them".
Heat lightning or sheet lighting (Russian word "zarnitsa"), also known as silent lightning, summer lightning, or dry lightning; is used for the faint flashes of lightning on the horizon or other clouds from distant thunderstorms that do not appear to have accompanying sounds of thunder.
Tolstoy, as a believer man, by this image meant that there is no real, all-embracing, all-filling, eternal happiness in our world (or human life), but there are only short flashes of it, like heat lightnings, which are reflected from a distant and unknown world that is beyond human comprehension, and which we should cherish.

I often encounter this notion in media that Russians are "bleak" or "unsmiling" etc. And sure, the older generations were raised under Soviet regime, so they are repressed and untrusting with strangers, which doesn't mean they are bad people or don't know how to have fun when you get to know them. But the younger generation (which I am a part of) is different. We are just like you, we watch the same movies, listen to the same music, are enjoying the same things, and are facing the same day-to-day problems. American cultural export is so extensive in Russia, that our culture has become quite similar to yours (which I, personally, think is a great thing). And yes, Putin is the president of this country, but there is nothing we can do about it, just like you couldn't do anything about Trump. And how would you like it if your whole nation was judged based solely on his presidency? I want to ask anyone who reads this comment to stop enforcing this stereotype that the whole Russian nation is some sort of "robots", because there are just as many kind-hearted, open-minded and optimistic people here as anywhere else :)

The Russian translation is wrong and out of context. It was a quote from Lev Tolstoy, wherein it is not a specter (which carries a negative connotation of a ghostly appearance) it is a spark in the dark that one should cherish before it's gone, because that is what happiness is, a collection of those sparks. Additionally, the fragment is just out of context. Still funny, still not a big fan of Putin, still laughing at all the sheep in the comments that are ready to condemn and believe everything that is fed to them...
