Yes, it's safe to eat, and very tasty!
It's eggs, so it's packed with protein that the small fry will use as they develop, before they hatch and start feeding themselves... Basically hundreds of little egg yolks.
Easiest way is to simply fry the whole thing, don't break it up, keep it whole as it cooks.
There will be a central stem connecting them together, this is equivalent to the umbilical cord. It's harmless and equally edible, but if you don't want to eat it you can just pull it out after you cook the roe.
Go easy on the salt since it can absorb it quickly and you may get it too salty to eat comfortably.
You can just partition chunks of the mass and eat them with a fork, or try it on some crackers with cream cheese and a sprinkling of paprika and parsley, or mix it with cilantro and chopped onions and chiles and make tacos. Use your imagination, it's good!
