I have questions about dark energy

Dark energy is the opposite gravity that constantly expands the universe
There is news that the universe is expanding by 9 percent
Means that the size of the universe is expanding more than in the past
The question is about increasing cosmic expansion every time
Is it true that the expansion rate is increasing?
