Water 7 was epic for so many reasons, like the whole Merry situation and Usopp fighting Luffy and leaving the crew, and the whole story and setting and characters of Water 7 itself were just sick as hell. But what made it one of the best if not thee best arc is that it was the first time the straw hats got a taste of humble pie and were completely helpless to save Robbin. Cp9 was the first time they genuinely got outclassed and got their asses whooped good and you knew they were about to get some serious power ups after that.
