Idk, i mean the production is 21 houses which translates to 21 citizens. Its a bonus sure but getting to age 3 and spawning from 3 town centers with using the faster villager spawn card does way more. Those 21 villagers are coming out no matter what. My goal is ALWAYS to have a steady stream of villagers coming out of the town centers with the exception of when I age up. Once i am at age 3 i try to max out on villager population before advancing any further because i care about having a full throttled economy before going past age 3
