Simeon was a great military strategist but he was very greedy and made too many enemies and extended too much the empire. The country was too exhausted from the long war with the eastern roman empire and that allowed hungarians and russians to become strong near the borders. 40 years after his deaththe empire suffered 2 heavy blows by the russians and the romans. I think that many of the khans were smarter than Simeon.
