Levels of War

The 'Levels of War' provide a framework for defining and clarifying the relationship among national objectives, the operational approach, and tactical tasks. Army Doctrine Publication 1-01, Doctrine Primer and Joint Publication 3-0, Operations, identify the three levels of war as strategic, operational, and tactical. The three levels correlate the specific level of responsibility of a commander to achieve goals set by civilian political leaders.
