Trump has moved correctly to affirm that he will use force if state governments and sheriffs refuse to keep order. Trump is acting correctly in declaring Antifa a terrorist organization and thereby empowering himself to act legally against this organization. He maintains his own position of power by acting as he must to maintain law and order.
