Do stable coins automatically double the amount (or size) of the dollars in "existence" if they have to be backed up by actual dollars, by law??

The China -> US -> EU -> Russia agreement speculation is fascinating. It doesn't account for US fear of China, though. Do the TSM factories in Taiwan get disabled at some point? Have to think so. China gets Taiwan but not the tech.
