Normally, the lower the level of a Tuner monster, the more Synchro monsters that that monster will be able to access - A Level 1 Tuner is going to be able to go into any Level 2 to 12 Synchro, and for a while, Level 3 and 4 Tuners were specifically coveted for their ability to access the best cards in the pool

However, high level tuners are usually a lot more limited in what they can do with their number of stars, which theoretically, should cut them off from a lot of great potential options.

Although, despite this inherent flaw, some of the game’s best high level tuners have proven that they’re not just great but that they’re bannably strong, which is why they’re the topic of today’s video, counting down the best high level tuners in the game, how they circumvent their biggest weakness, and how some turn it into a strength

2 things to note, dea sea prima donna can summon the lower level deep sea monsters to trigger their mill effects, she can also summon neptabyss to set up atlantean plays and 2 aegirine's summon effect sends as cost so she does trigger atlantean effects.

Destrudo is also super nice in tearlaments as a way to make psychic end punisher, it turns paying half your LP into an upside

When I saw the title, my first tought was Mare Mare, but for an entirely different reason than what you said. It's the easy level modulation, while also not losing out on total levels by decreasing it's own, as we get the tokens for materials for later plays still. I used Mare Mare in a rather degenerate deck to bring out unkillable full armor master before, it was hilarious. Other than tributing Full Armor Master for a Kaiju, it's basically un-outable. Than again, I didn't use Yazi to bring out mare Mare, I used Mare Mare to bring out Yazi., so Yazi could bring out the specific tuner that I needed for the effect to make Full Armor Master un-outable by beating over it.
