In civilized nations like US, UK, civil servants serve the public honestly and do not wield much power. They are somewhere in the middle of the totem pole while on top are the technocrats, scientists, researchers.
I am reading the book "Code name God: the spiritual odyssey of a man of Science" that is an autobiographical account of a Scintist from India Mani Bhaumik who almost starved to death during the great Bengal famine of 1942 but went on to do his PhD in IIT under S.N. Bose (after whom Boson is named) adn then went to US and did research on Laser that made him a billionaire.
No researcher in India would wield so much power, affluence.
In India, a third world nation (the word "third world" being a euphemism for third rate), civil servants are not really servants but leeches sucking on the Indian nation of its blood. They are corrupt to the core. A few of them may be meritorious but most people come to this field only for perks and position, not to serve.
