High command will take the call, says DK Shivakumar on K’taka CM dilemma

Amid the chaos over the next Karnataka CM continues, Karnataka Congress Chief DK Shivakumar arrived at AICC General Secretary KC Venugopal’s residence in Delhi on May 17. While reacting to the media about his meeting with Congress Chief Mallikarjun Kharge and party leader Rahul Gandhi, DK Shivakumar said that party left the decision to the high command.
“There is nothing to tell...we have left it to the high command...High command will take the call. I’m going to rest,” said DK Shivakumar.

Many times we hear politicians from national parties saying we will do as high command says.
My question is "Does states have no power?"
What is the need of Parliament members like Modi, Rahul Gandhi etc in election champian of state elections?
Even without showing a good CM candidate to state, these national parties ask the vote.
Are we fools to vote for someone because someone else's word?
