82-year-old Japanese Emperor Akihito has said his deteriorating health may make it hard to fulfill his duties, in a rare TV address to the public. But the monarch did not explicitly say he will abdicate. Public broadcaster NHK reported last month that the emperor wanted to step down in a few years, however the Imperial House denied this later.
