If we go based just on the anime, Saitama has been punched all the way to the moon without a scratch. Even assuming Wally West is faster (which he 100% isn't based on the events of the manga), Wally West could not even put a scratch on Saitama.

Based on the manga, Saitama has literally flipped Io (Jupiter's moon) inside out with his bare hands, he has punched through Earth causing a mountain to bulge on the other side, he literally sneezed off Jupiter's gas down to the core of the planet and farted his way from Jupiter to Earth. He also moves at least at the speed of light and his power grows exponentially.

Saitama is meant to be a comedy character that can't be beaten and is bored because he can't lose. Wally West is meant to be a hero that is gonna have some up and downs in order to grow as a hero.
