It's the subcontractor shell game. No workman's comp insurance either. A legit contractor can't compete.

This is too late to help me (I retired 5 years ago) but it'll help other American contractors who've had to compete against illegals all the time! Now maybe the LEGAL contractors can get a decent price for their work! Illegals have been underbidding us for decades and I'm glad someone is FINALLY doing something about it!
