You literally only showed how to connect a Samsung phone to a Samsung TV. Which is natively compatible with wireless DEX with no extra work. It's already set up to be detected simply by going into DEX as you did here. You didn't show the first thing nor even mention how to connect to a non Samsung TV. Yet your clickbait title said to ANY Smart TV. A non Samsung TV has to either be natively Miracast capable, or you have to add a Miracast Dongle. That's the only two ways to connect DEX wirelessly to a non Samsung TV. Your video has absolutely nothing to do with your title other than it being about DEX. These kind of videos irritate me because you mislead people as you can see by looking at the other comments. To the other commenters, ignore this video, it literally doesn't have a damn thing to do with connecting to any Smart TV or non Samsung TVs

You don't need wifi to connect to the tv with dex. My phone mobile data is the only turned on, no wifi or hotspot. Too easy to connect, just click the Dex on your phone then it will automatically search and will prompt your tv to allow connecting and that's it.
