I completed it by 1846..

1). Attack Egypt early on no one will help them if u attack them in 1838 (take back most of the provinces) you will need a second war in 1843 for the rest of the provinces

2). Build manufacturing and military to urbanize

Thats it, by 1846 u should achieve it.
