The red leaf from the Canadian flag is just maple leaf, it could just be there to signal to the viewer that the bottle is maple syrup instead of some other brown sauce since it would be hard for the viewer to read tiny text on that little bottle.

I don't speak French but someone who did could probably tell from Jean-Luc's word choice and accent if he is from France or Quebec. People from Quebec are also a lot more likely to also know english in addition to french (especially the adults) though it's not unheard of for people in Quebec to only know french.
