You are not bringing up the major issue. MCSF is not enforceable because it is preempted by OCSE policy Michigan IV-D Child Support Manual and Federal Regulation that state that the formula must be based on role determination. The Michigan IV-D Child Support Manual defines "payer" as the noncustodial parent. "Payer" is not an allowed term in Joint Custody. Child Support doesn't exist in Joint Custody and MCL722.26a is not enforceable because it violates Federal Regulations that state the MCSF will be based off Role Determination. It and many many other Child Support codes are preempted by federal law and earlier state law. You're spreading inaccurate information. The MCSF is not enforceable because it is not based on Role Determination. The FOC Bureau are in violation for distributing the MCSF and Separation of Powers because the FOC exists in all branches and primarily was placed in the Judicial branch when the OCSE specifically declared that it would reside in the Legislative. Maybe you'll hear of me in my landmark case to expose corruption and supremacy violations.
