It isn't available on Bedrock edition.
Only shields, totems, arrows and fireworks can be held by offhand in Bedrock edition.

Bedrock edition doesnt support blocks in offhand only shields arrows fireworks etc, before you type something please verify that you are correct, amd dont be so sure on yourself
