if those unskippable cutscenes are very long, try alt+f4 the game. if the game has a rather quick login should save you a couple mins on the reroll.

It may not be the best idea to roll on the permanent character banner unless you are going for a very lucky account like I was showing. The rates are extremely low, however, if you can pull it off you will essentially get an extra five star on your account on top of three (practically guaranteed) other five stars you will eventually get. Higher risk, higher reward.

Dude there is literally no reason to pull from permanent character banner, the 20% off one is pulling from the same pool of 5 stars at a discount. Insane luck pulling Yiyan on first 10 pull that's like 1% chance of happening.
