I have a suggestion but not sure if it's viable.But can some of the lower level areas where there are dams can they not open them up earlier before storm hits so water level is lower for when rain comes and if weather is still sunny the water will not be as problematic before the rain comes.And can do little by little a few weeks before storm comes so will ease the impact .Thank you and look into it if you think may be viable to do.
