I don't think a restaurant or hotel would be allowed to be open without running water. Not sure ANY business is allowed to be open without running water in the U.S.

Absolutely they should’ve waited. It’s a public health and safety issue at the end of the day. People would rather be in a functioning terminal building than a ship without water.

Royal likely thought that embarking passengers would save face, when in reality they just look arrogant and stupid.

How is it even a question? Of course they should have waited. No way to wash hands or flush toilets or clean anything? Sounds like a great way spread fun things like Norovirus. Not to mention that if it were a restaurant they wouldn’t even be allowed to operate without running water.
