The Arizona House on Wednesday afternoon passed a repeal of a Civil War-era ban which nearly outlawed all abortion practices.

I don't understand how a law from 1864 is still enforceable as Arizona did not become a state until 1912. Was it a territorial law or something? Anyone know?
