Emergency Dressing helps during attacks on other settelments, it will swap 30% of dead troops for wounded. It has not effect during defence or when your hospital is full...

So for the emergency dressing it won't magically make the troops that are losses to wounded after the battle it does it during the battle. To understand this why don't you take 2 account place tiles out from one in def and then hit it with emergency dressing off and reset and then turn it on and hit again. You will see that the report instantly shows the saved troops. It's not like once they got home they went from dead to wounded. The report is an exact representation of the final outcome of the battle not what happened during it and the effects seen from emergency dressing is seen during the battle not after. Again the game description are the issue and by reading you are not actually understanding what they are doing in practice.
