Windows 11 Dev build 23440 and what's new - System tray boosts

Build 23440 flighted to Dev recently, with some neat features and improvements.

In this build, Dev Insiders get a new hide system tray date/time feature, new diagnose network problems option when right clicking the system tray network icon, start menu recommendation that links to this build's release notes, new search on hover experience and more.

Hidden in the build are more XAML File Explorer improvements to the Home page and details/preview pane experience.
