It actually looks incredible I really like it, it’s really pretty and so simple, I’d imagine it’s a hell of a lot easier than bricks? must help that the bags can move a little so perfectly straight lines aren’t needed. I never knew this was a thing but it’s a great idea. Concrete bags are used to build 'roads' for heavy industrial vehicles, a bit like giant cobbles just to stop the mud gouging out too much, particularly at the start of an incline.

They do not get the strength or freeze thaw resisance (actually mainly around 4°c) of properly made concrete, obviously the rebar is exposed, plants can grow through it, but its absolutely fine for many practical purposes.

See them as those aerated blocks, they're about the same.
