Canada would have less input into Alberta's emissions if Alberta sequestered more than it exported - either as CO2 or unburned carbon.
That requires nuclear devoted to sequestration. China has about 100x the GDP of Alberta (ish), but we're much richer per capita. They're building 20 nuclear power plants. We're building more McMansions and borrowing against them.
