Eventually the kids would grow strong enough to stop Ozai on their own.
As powerful as they were as kids they would grow stronger than him as adults.
There are several statements anyways that place Adult Zuko and Adult Toph on and or above that level.
Even without Aang and Iroh all hope is not lost
Then you have Katara with bloodbending etc.

Its arguable that Book 3 Gaang could already do it as a team.

here’s the story
Zuko and azula are out hunting for food, when all of the sudden the volcano erupts in 100 years, azula sees a person in there and breaks open the volcano and gets aang, and when aang wakes up he tries to attack them thinking their enemies. Sokka who takes role of zuko sees the light and heads over to investigate. They luckily escape from sokka and head over to Jie duan. But the king isn’t bumi, instead it’s long fang. Long fang wants them to head to the water nation and become friends with the king, just to assassinate him. They refuse and the guards hold them with earth-bending. Long fang and guards leave, but azula tricks a guard into letting her free then knocks him out and frees aang and zuko. They escape the town.
