It wasn't horror movies that started clown fear, it was Gacy, who partially inspired It. And it's actually because clowns are supposed to be happy and joyful that they make such good horror characters, it's how unexpected and twisted it is. Like how children and dolls and toys and lullabies are also terrifying in horror movies.
