The Andhra Pradesh Legislative Assembly late on Monday night passed the AP Decentralisation and Inclusive Development of All Regions Bill, 2020 that intended to give shape to state government's plan of having three capitals — executive capital in Visakhapatnam, legislative in Amaravati and judicial in Kurnool. The amendments to the Bill proposed by the Opposition Telugu Desam Party were rejected by the House. The cabinet chaired by Reddy approved the proposal on three capital cities aimed at “decentralised and inclusive development of all regions of the state”. It also approved repealing the Capital Region Development Authority Act and establishes the Amaravati Metropolitan Development Authority. The ruling YSR Congress Party has also reportedly decided to scrap the state’s Upper House as it is miffed with the Legislative Council stalling bills. On this edition of The Big Picture we will take a closer look at the issue of multiple state capitals. We will also analyse the issue of doing away with the legislative council.

PRIs point made by Deepak sir was actually that India need more than anything else in today's context.. Decentralisation can't be in this form

Good discussion but felt it was very one sided.. Few points to ponder looking from another perspective.

1. Powers to PRIs & ULBs haven't been a reality in spite of the constitutional mandate given 25 years ago via 73rd & 74th amendments.. Kerala is an exception due to historical factors, rise of communism etc.. Thinking kerala model can be replicated everywhere is not being in touch with reality.
2. Most states in india develop around the capital - be it Maharashtra, Erstwhile AP, Tamilnadu etc.
3. Assignment of a capital will lead to development primarily due to economies of scale. For example, 10, 000 advocates in kurnool -> 30, 000 family -> Daily needs, entertainment etc -> Shopping malls, theaters, schools etc -> Rise in demand -> Rise in investment -> Development
4. Multiple capitals will lead to equity in development across the state
5. Infact, the unequal development of the erstwhile AP concentrated around Hyderabad is one of the main reasons for the bifurcation
6. Reg. executive, legislature & dynamics of parliamentary democracy - LA sits for ~40 days on an average which is 15% of the total working days. This little number coupled with increased technology in the form of soft copies, video chats and high speed commute will have negligible impact on administration in the event of multiple capitals

That's Why i have made some points where actually the role of initiative, referendum, plebiscite and recall becomes important, certainly not on every aspects, but must be on issues like this....
