Four white wheels on two axles move around the orange disks, periodically changing the center of gravity of the moving masses, causing non-stop rotation.
Axles with wheels are closest to the center on the upstroke, which makes it easier to climb, and farthest from the center on the downstroke, resulting in a fall.

It is obvious that it is not a perpetual motion. The movement is uneven, with some rotations taking longer than others. And the most revealing hint is in the video, where at 1:13 you can see the nut spinning while the bar holding the orange discs is stationary. So we have a hollow tube that holds the orange discs and a rotating axis inside that is driven by a motor and controlled by pulses received from the large metal weight used in 0:50.

We'll, Paris Academy of science stopped to accept perpetual motion device proposals back in 1775.
It's astonishing to see them coming back on YouTube in 2023 🤣🤣🤣
I strongly hope the author puts a disclaimer in their videos that it is just a joke.

The hardest part of building a perpetual motion device is figuring out where to hide the battery. With the base on this pathetic attempt, that’s not even hard. Pretty sure we can hear the motor. Pathetic

Of course, if you showed the very obvious driving force, you’d lose the crazy people audience, but still it’s interesting to imagine if it’s something like a belt driven 500 series dc motor or something different. My guess is belt.
