You lost me when it said evacuation. There would be no time for evacuations in the time from the alert. Also people would be manically driving their cars trying to get somewhere, so no room on the roads. And it says targets are unknown, so there’s no point evacuating if you don’t know where you’re evacuating to might get hit.
