Hawkeye is the Normal guy on a team of OP superheroes even Blackwidow is OP for what she does but if I remember correctly she lost to Hawkeye that's how she joined shield, putting her under him on the roster.

Hawkeye isn’t weak. For an assassin, not missing the shot is OP. He can solo any non bullet proof character in long range combat unless they have some spider sense or something. But if ur judging him by his ability to lift busses over his head or by his ability to punch planets to death, then yes, he is weak. But it’s not him, it’s you. You are judging a fish by its ability to climb trees. U gotta respect him. Tony was scared to join the avengers again cause he got a kid but Hawkeye never hesitated in spite having 3 kids for years. He fights aliens with sticks and a string and is responsible for making black widow, Wanda and Kate bishop avengers

Hawkeye's been hobbled by bad writing and misuse in the MCU since Day one. Tony stole his snark and Natasha stole his "badass normal" status. So sure, he's "useless" after being handicapped.
