It doesn't burn because petrol has high electric resistivity. Household lighter including cigarette lighters works on Piezoelectricity, the lighter gives an electrical arc of 1kv with very tiny amount of amps which is responsible for burning gases. If you don't believe search how lighter works on yt. Sorry for my bad english.
