Double check to make sure none of the gears are cracked or chipped, and that the side rods are straight and free of burrs. All of those things will cause the loco to stutter. Cleaning the wheels also helps with a brass brush helps, but it seems like the main issue was those bits jammed in the gears (likely the result of someone running on the floor). By the by, what's the backing track?
